Abstract

Freedom of speech and expression is a foundational element of democratic governance because it enables citizens to exchange ideas, criticize public authorities, participate in political debate, and contribute to collective decision-making. In India, Article 19(1)(a) of the Constitution guarantees freedom of speech and expression, subject to the reasonable restrictions permitted by Article 19(2). The right encompasses a broad range of expressive activities, while lawful restrictions seek to address specified interests such as public order, security, and protection of reputation. This paper examines nine major dimensions of freedom of speech and expression in a democracy, including its constitutional foundation, political participation, press freedom, dissent, judicial protection, digital expression, reasonable restrictions, responsible speech, and contemporary challenges.
